Animal Boarding Services

The City of Phoenix, through the Finance Central Procurement department, is soliciting offers under RFQu-27-0399 for animal boarding services to support the operational needs of the Police Department and the Human Services Department. The contract entails the provision of animal daycare, overnight boarding, and quarantine services for canines and cats on an as-needed basis. The agreement is for a five-year term beginning January 1, 2027, or the effective date, whichever is later, with no options to extend. Award decisions will be based on the best value and most advantageous offer, with evaluation factors weighted equally at 33.3% each using a pass/fail scoring method. The selected contractor must provide 24/7 on-site supervision and maintain facilities that meet strict safety, sanitation, and environmental standards, including specific noise level restrictions and pest-control measures. Key deliverables include the use of no-touch kennels, the maintenance of a canine escape handling plan, and the implementation of a mandatory vaccination policy for all clientele. Contractors are required to obtain security clearances from the Police Department for all employees and must comply with OSHA regulations regarding hazardous materials labeling and Safety Data Sheets. Additionally, the contract incorporates strict nondiscrimination requirements and mandates the submission of a heat safety plan for outdoor work. Payment is processed within thirty to forty-five calendar days following the receipt of a correct invoice and a signed service ticket.
