Bids must be submitted as a single lump sum price covering all work outlined in the contract documents, excluding electrical scope which will be completed by the township. The work encompasses site work, concrete, masonry, metals, woods and plastics, thermal and moisture protection, doors and windows, finishes, specialties, and mechanical systems, and must result in an operable installation ready for service. The contractor is responsible for providing all labor, materials, equipment, transportation, and facilities necessary for completion, must maintain a progress schedule, and must submit preliminary schedules for submittals and values. Substantial completion is required within 270 calendar days after contract commencement, with final completion due within 330 days; liquidated damages of $1,000 per day apply for delays in substantial completion and $600 per day for delays in final completion. All materials must be new, delivered in original undamaged packaging with intact manufacturer labels, and stored properly above ground on skids with waterproof covering and ventilation. Equipment must have permanent manufacturer nameplates and piping must be labeled with directional arrows at ten- and twenty-foot intervals. The contractor must provide commercial general liability insurance on an occurrence basis with employer’s liability coverage of $500,000 per accident

CONTRACT NO. 2026-06 Webster Boat Ramp Extension Project
BID OPENING – Sealed bids shall be submitted online via the PennBid Program until 10:00 AM local time Wednesday, July 15, 2026. Bids will be publicly opened and read aloud at 10:00 A.M. on Wednesday, July 15, 2026, at the Township Office located at 201 Municipal Drive, Rostraver Township, PA 15012.
Equipment and Services to be provided shall be according to the specifications which are on file at the office of KLH ENGINEERS, INC., 5313 Campbells Run Road, Suite 100, Pittsburgh, Pennsylvania, 15205, and at the Township Office.
All plans and specifications are available online at no cost at https://pennbid.bonfirehub.com.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the bids.
Contractor shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012.
BIDDER'S SURETY A certified check payable to Rostraver Township or a bid bond on the bid form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected.
SUCCESSFUL BIDDING BIDDER awarded this contract shall provide a performance surety in the amount of one hundred percent (100%) of the Contract amount.
