The contract will initially be awarded for a period of twelve months, starting from the date of award or notice to proceed, with the possibility of renewal for up to two additional one-year terms, contingent upon mutual agreement and the submission of updated documentation by the vendor within specified timeframes. The pricing for the services must remain fixed throughout the entire contract duration, ensuring budget stability. The solicitation emphasizes compliance with the county’s policies, including the Historically Underutilized Businesses (HUB) policy, which promotes equitable participation of certified HUBs in procurement processes, aiming for a 20% participation target. The contract size is estimated to range between 500,000 and 1.5 million dollars, and the response deadline is set for August 15, 2024. The procurement process includes detailed requirements for proposal submission, including the acknowledgment of potential deficiencies and deviations, which vendors must disclose to ensure full compliance. The scope of work and related documents highlight the importance of adhering to regulatory standards, quality specifications, and administrative procedures. The project is managed by a designated point of contact, and vendors are expected to demonstrate expertise in laboratory testing, regulatory compliance, and service delivery. This comprehensive approach aims to secure reliable testing services that support the county’s correctional operations, with an emphasis on transparency, fair competition, and inclusion of diverse business entities.
