This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm fixed price quotations are requested and a written solicitation will not be issued. The solicitation number is NAMA-12-Q-0001 and is issued as a request for quotation (RFQ). Quotations furnished are not offers. This request does not commit the government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. Any representations and/or certifications attached to this RFQ must be completed by the vendor. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective August 4, 2011. COMPETITION, EVALUATION, AND CONTRACT TYPE: This is a "Brand Name Only" requirement. The Government reserves the right to issue an order based on the initial quotation without discussions of this procurement. Evaluation and order issuance will be in accordance with the procedures of FAR Subpart 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. An order will be issued to the Contractor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this award will be obtained through a lowest priced technically acceptable evaluation. For purposes of the evaluation the price factor will be determined by multiplying the unit price for each CLIN then adding the CLIN totals to reach the Quotation total. In order to be determined technically acceptable, all quotation submission requirements must be met including the required documentation submissions outlined below. The National Archives and Records Administration (NARA) intends to issue a firm fixed priced purchase order. REQUIREMENTS: Submit pricing in accordance with the directions of Enclosure 1, Schedule of Prices. DELIVERY/PLACE(S) OF PERFORMANCE: Archives I located at 700 Pennsylvania Avenue, NW, Washington, DC 20408; and Archives II located at 8601 Adelphi Road, College Park, MD 20740. Performance must be undertaken during regular business hours, Monday through Friday, unless mutually agreed upon by NARA and the Contractor. PERIOD OF PERFORMANCE: October 1, 2010 thru September 30, 2011, plus four (4) 12-month option periods. SUBMISSION OF QUOTATIONS: Hard copies should be mailed to National Archives and Records Administration (NARA), Attention: Evelyn Dean - Contractor Support, 8601 Adelphi Road, Room 3340, College Park, MD 20740-6001 or e-mailed to: contact@example.gov. Quotations should be received by 12:00 PM ET on September 19, 2011. Questions regarding this solicitation must be submitted in writing to Ms. Evelyn Dean no later than 12:00 PM ET on September 13, 2011 to be considered. Please allow one extra business day for delivery and receipt for submissions (e.g. questions, quotation, etc.) sent via e-mail, as the e-mail will need to pass through IT security. Telephonic responses will not be processed. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant fixed price purchase order, with the exception of FAR provisions which will be removed prior to issuance: Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Item (Jun 2008). FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2011) -- An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. FAR 52.212-4, Contract Terms and Conditions-Commercial Terms (June 2010) -- see Enclosure 3, Terms and Conditions for Addenda to this clause. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Aug 2011) - see Enclosure 3, Terms and Conditions for the full text of this clause. See Enclosure 3, Terms and Conditions for additional applicable FAR provisions and clauses.
