The City of Lakeland, through the Public Works Construction and Maintenance agency, is soliciting proposals for annual pump services for flowable concrete and flow-fill under solicitation 2026-RFP-106. The resulting agreement will be effective from October 1, 2026, through September 30, 2027, with four optional one-year renewals. The City intends to appoint a Primary Contractor to handle all specified tasks and a Secondary Contractor to be utilized if the primary provider is unable to meet timeframes, submits unreasonable rates, fails to fulfill obligations, or if the City seeks more competitive pricing for larger assignments. The City maintains the right to request rates from both providers and award projects based on the lowest price and most acceptable solution. Compliance requirements for selected contractors include a rigorous audit of safety records, employee training, and safety plans via the City of Lakeland Contractor Audit Form. Contractors must also submit a Human Trafficking Affidavit attesting to ethical labor practices in accordance with Florida Statutes. Furthermore, the agreement requires comprehensive indemnification, with contractors, consultants, or vendors agreeing to defend and hold the City and the Florida Department of Transportation harmless from liabilities arising from negligence or misconduct. These legal obligations include waivers of subrogation and adherence to specific Florida statutory requirements regarding indemnification and liability.
