Annual Pump Services for Flowable Concrete and Flow-Fill

The City of Lakeland, through the Public Works Construction and Maintenance department, is soliciting proposals for as-needed pump services for flowable concrete and flow-fill to support new structures and repairs. The resulting agreement will be effective from October 1, 2026, through September 30, 2027, with four optional one-year renewals. The City intends to award the contract to both a Primary Contractor, who will be the first point of contact for all tasks, and a Secondary Contractor, who will be utilized if the primary provider is unable to meet timeframes, submits unreasonable rates, fails to fulfill obligations, or if more competitive rates are available for large assignments. Award decisions are based on a 100-point scoring system, with significant weight placed on delivery availability and the contractor's proximity to Lakeland. Required services include the provision of various hydraulic trailer pump line pumps and boom pumps, as well as the management of traffic control in compliance with FDOT requirements. Contractors must adhere to strict safety standards, including OSHA regulations for scaffolding and personal protective equipment, and are subject to safety audits covering drug policies and training records. Compliance requirements are extensive, including the submission of a human trafficking affidavit, a public construction bond equal to the contract price, and a notarized indemnification agreement. Proposers must also certify they are not on any scrutinized companies lists and are not suspended or debarred under 49 CFR Part 29. All proposals must be submitted electronically via the OpenGov portal by September 25, 2026, and must include a pricing proposal, a minimum of three references, and various corporate registrations.
