The Naval Inventory Control Point (NAVICP) is seeking qualified manufacturers for a family of exterior hull items used on SSN 688 class submarines, specifically SHT Tiles and Fairing Strips. Only contractors who meet stringent qualification requirements outlined under FAR 9.2 will be eligible for contract awards. Interested parties must obtain the specification and drawing packages by contacting designated NAVICP or Navy engineering personnel and must have or acquire the necessary security clearances due to the classified nature of the materials. Additionally, contractors must complete and submit a DD Form 2345, the Military Critical Technical Data Agreement, as part of the request process, which is governed by regulations for controlled military technology data in both the U.S. and Canada. Manufacturers must handle their own qualification process directly with the Naval Surface Warfare Center, Carderock Division. This process includes submitting products for testing, providing requested information, and awaiting notification within approximately 90 days on the results. Once approved, the contractor will be added to the NAVICP’s solicitation mailing list and become eligible for contract awards for SHT Tiles and Fairing Strips. The contract announcement under solicitation number DON-SNOTE-050809-001 ensures that only qualified and cleared firms that comply with military standards and security protocols can supply these specialized submarine components.
