This Presolicitation Notice is issued in accordance with FAR 5.101(c) and serves as a Notice of Intent to award a sole source BPA Call.  This is not a request for competitive quotes.


The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) National Wildlife Research Center (NWLC)  intends to award a sole source BPA Call with Agilent Technologies Inc. (UEI: SD9JZ9S7MEA6) using FAR Part 12 procedures. The purpose of this acquisition is provide on-site repair within 3 business days of a services request.


They will provide factory recommended software and firmware updates/upgrades, engineering upgrades and maintenance procedures for all instrumentation and software.  The software will include Open Lab, Masshunter, and Mass Profiler software packages. Agilent will use only OEM and not third party or remanufactured parts.  There is no upper limit on the cost for any repair and no further authorization from management is needed to complete a repair request.


Agilent Technologies is the sole source provider of service for the instrumentation to be covered by this Contract. Use of a 3rd party voids all manufacturer warranties. The Statement of Work, sole source justification, and solicitation are attached.


This notice is not a competitive solicitation. However, all responsible sources may submit a quotation or capability statement, which will be considered by the government. Any party that believes it can meet this requirement should provide a capability statement for the Government’s review.


A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be used only to determine whether a competitive procurement should be conducted.  The government will not be responsible for any costs incurred responding to this notice. A party may identify their interest and submit a capability statement by May 21, 2026.  Responses, including questions regarding this presolicitation notice, must be sent via email to Latisha Hollman at Latisha.A.Hollman@usda.gov.
