Annual Subscription Renewal

The Internal Revenue Service (IRS), intends to renew a sole sourced subscription, open market for books and supplements with The Bureau of National Affairs (BNA), 1801 S. Bell Street, Arlington, VA 22202-4519. BNA is the sole publishers for these book and supplements, for the IRS the satellite libraries throughout the CONUS. The subscription shall include Portfolios and all supporting supplements for the period of one year, period of performance: 01/01/2020 through 12/31/2020. NAICS: 511120 Periodical Publishers, these materials shall be used in support of the professional legal staff at the IRS, for informational source for litigation, regulation, and legislative research in support of the IRS mission. The materials are copyrighted and only published legal materials written by noted scholars and practitioners in the field of taxation and distributed by BNA. This is issued as a notice of intent and not a request for competitive proposals. No solicitation shall be issued, therefore, such requests for solicitation shall be considered non-responsive. A determination by the Government not to compete this action based upon responses to this announcement is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. This request is submitted under the guidelines of FAR, part 13, Streamline Acquisition Procedures (SAP).
