SOURCES SOUGHT SYNOPSIS / REQUEST FOR INFORMATION (RFI)


1.0 DISCLAIMER & IMPORTANT NOTICES


This is a SOURCES SOUGHT SYNOPSIS / REQUEST FOR INFORMATION (RFI) published in accordance with RFO Part 10 and R-DFARS PGI 206.103-170. This announcement does NOT constitute a Request for Proposal (RFP), Invitation for Bids (IFB), or Request for Quotation (RFQ), nor does it restrict the Government to an ultimate acquisition approach.


The Government will not award a contract based solely on this notice or responses to it. The Government is not obligated to pay for any information submitted in response to this announcement, nor will it reimburse respondents for any costs incurred in preparing responses. Participation is strictly voluntary. Failure to respond to this synopsis does not preclude participation in any future competitive solicitation, should one be issued. Any information submitted will be used solely for market research and acquisition planning purposes.


2.0 PURPOSE & INTENT


The United States Air Force (USAF) is conducting market research to identify potential sources capable of providing brand-new, Original Equipment Manufacturer (OEM)-certified replacement parts and specialized factory calibration/diagnostic services for next-generation Anthropomorphic Test Devices (ATDs) also known as manikins.


Currently, the Government believes that this requirement may be a sole-source acquisition under the authority of 10 U.S.C. 3204(a)(1) to the OEM, Humanetics Innovative Solutions, Inc. (Humanetics).


In accordance with R-DFARS PGI 206.103-170, this Sources Sought notice is issued to identify whether other qualified businesses or potential non-OEM suppliers possess the requisite proprietary design rights, technical data, certifications, and capabilities to fulfill the requirements, or if commercial/non-developmental alternatives exist.


3.0 SUMMARY SCOPE OF WORK


The prospective contractor must deliver fully compatible, precision-engineered replacement parts and specialized factory calibration services that maintain the biofidelity, mass properties, and data integrity established during baseline qualification.


3.1 In-Scope Requirements


           1.  OEM-Certified Replacement Parts:


  • Precision structural, skeletal, flesh, and joint hardware engineered strictly to JPATS Case-1 Lightest Occupant in Service (LOIS) and JPATS Case-6 Large Anthropomorphic Research Dummy (LARD) configurations.
  • Internal data acquisition harnesses, mounting hardware, and connection assemblies.
  • Delivery within a required delivery timeline. Note: delivery periods will be negotiated at the order level

    2.  Specialized Factory Calibration and Diagnostic Services:
  • Factory-level calibration, diagnostic repair, and traceable certification for proprietary internal instrumentation, including:
  • Internal Data Acquisition Systems (DAS) / Slice 6 systems and distributors
  • Angular rate sensors
  • Linear accelerometers
  • Multi-axis load cells (upper neck, lower neck, lumbar, and extremity load cells)
  • Official head and neck biofidelic certifications
  • Fast-turnaround service completed and tendered for return shipment within thirty (30) calendar days of receipt at the contractor facility.

    3.  Ordering Flexibility:
  • Direct ordering authorization across designated Air Force and Navy points of contact.
  • Integration with Governmentwide Purchase Card (GPC) ordering mechanisms without merchant surcharges or fee markups.

4.0 CAPABILITY STATEMENT / SUBMISSION REQUIREMENTS


Interested parties possessing the expertise, technical data rights, and manufacturing capabilities to satisfy this requirement are invited to submit a Capability Statement addressing the following areas:


Section 1: Business Information


  • Company Name & Address

  • Access to Technical Data: Demonstrate your firm's possession of, or legal access to, the proprietary technical data packages, design drawings, tolerances, and calibration algorithms for the Humanetics LOIS (Case-1) and LARD (Case-6) ATDs.
  • Component Interchangeability: Describe your firm's ability to supply brand-new replacement parts that guarantee exact 100% form, fit, and biofidelic function interchangeability with existing OEM manikin assemblies without altering baseline airworthiness certification under EZFC-CSB-16-001.
  • Instrumentation & Calibration Facility: Detail your testing/diagnostic facility’s capabilities to calibrate, recertify, and service Slice 6 DAS systems, multi-axis load cells, and angular rate sensors within a strict 30-day turnaround cycle. Include evidence of ISO/IEC 17025 accreditation or National Institute of Standards and Technology (NIST) traceability.
  • Supply Chain & Production Timeline: Confirm your ability to deliver finished hardware components and standard delivery period.

Section 3: Commerciality & Contracting Approach


  • Provide input regarding whether these items or calibration services are commercial or non-developmental items as defined by RFO Part 2.101.
  • State standard commercial warranty terms, published price lists, or commercial catalog availability for equivalent products/services.
