Hillsborough County is awarding a noncompetitive contract valued at $150,000 to FKQ Marketing, Inc. for an Anti-Human Trafficking Awareness media campaign aimed at increasing public understanding of human trafficking in the Tampa Bay Area. The campaign's objectives include educating the community on how trafficking occurs, identifying at-risk populations, and disseminating information on victim support services. The contract duration extends through December 31, 2024, with the possibility of extension, scope adjustments, and budget increases based on evolving needs and conditions. FKQ was selected due to its specialized experience, notably from the previous "Don’t Buy It Tampa" campaign, and the procurement was conducted under specific sections of the County’s Procurement Policy that allow for sole-source awards when unique expertise is demonstrated. Interested contractors were invited to submit documentation demonstrating comparable experience, with challenges to the sole-source award due by February 2, 2024. The County will review submissions to determine if genuine competition exists before finalizing the award. The contract aims to leverage FKQ’s prior knowledge and expertise to effectively raise awareness, promote community involvement, and enhance efforts to combat human trafficking within the region. Hillsborough County intends to recommend the award of a noncompetitive procurement for an Anti-Human Trafficking Awareness media campaign to FKQ Marketing, Inc., (FKQ) in a total cost of $150,000.00 through December 31, 2024, to increase the awareness of the existence of human trafficking in Tampa Bay Area. The Hillsborough County Commission on Human Trafficking requires an effective media campaign to increase awareness of how human trafficking occurs, who is at risk, and disperse information regarding victim assistance. This contract will also serve to rally the community around stopping this type of activity, how to recognize the signs, and report suspected activity. This procurement is being made in accordance with Sections 3-208(21) and (30) of the County’s Procurement Policy as FKQ possesses unique and specialized experience due to previous knowledge gained in the previous “Don’t Buy It Tampa” media campaign and is only reasonably available through FKQ. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide the services must submit documentation that their experience is substantially and materially the same as those identified in the attached statement of work and must be clear and convincing to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call Tracy Edwards, +1 (555) 000-0000.

Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
