The Naval Research Laboratory intends to award a sole source contract to HT Innovations for liaison, system engineering, and technical support for Project SeaThree, a classified component of the Antisubmarine Warfare Remote Sensing Future Naval Capability. This acquisition is designated as a set-aside for service-disabled veteran-owned small businesses and will be executed under Cost-Plus-Fixed-Fee and Cost contract types. The total anticipated value of the contract, including options, is not to exceed 3.5 million dollars. The period of performance is structured as a one-year base term with two additional 12-month options. Full Description

The Naval Research Laboratory (NRL) intends to negotiate on an other than full and open basis with HT Innovations, 15737 Chesdin Point Drive, Chesterfield, VA 23838, under the authority of FAR 6.302-5, Authorized or required by statute. The anticipated period of performance is one year with two options of 12 months each, if exercised. Anticipated contract types are Cost-Plus-Fixed-Fee and Cost. The requirement is for liaison, system engineering, and technical support for Project SeaThree, a classified element of the Antisubmarine Warfare (ASW) Remote Sensing Future Naval Capability (FNC). Export controlled technology (including technical information) may be accessed, provided or produced. NRL intends to award this requirement as a sole source to HT Innovations in accordance with FAR 19.1406, sole source awards to service-disabled veteran-owned small business concerns. The contracting officer does not have a reasonable expectation that offers would be received from two or more service-disabled veteran-owned small business concerns for an anticipated award price of the contract, including options, not to exceed $3.5 million. The services to be acquired do not meet the definition of a commercial item. Therefore, the Government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition.
