Full Description

THIS IS NOT A SOLICITATION FOR OFFERS Sole Source Justification IAW FAR 6.302-1 & 6.303 This requirement is being competed on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1 "Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements." The intended source is OKKS Studios, Inc. 2 Wisconsin Circle, Suite 820, Chevy Chase, MD 20815. OKKS completed the final design documents (100% construction documents) for a parking lot expansion project under a previous contract that was held with GSA Region 3. OKKS will be solicited for Construction Administration Services for their design documents, which will include responses to RFI's, submittal review, and providing as-built drawings. It would not be appropriate or reasonable for a different A/E firm to perform Construction Administration Services for a design completed by OKKS. Market research was not conducted for this reason; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is being stated as a requirement of 5.207(c)(16)(ii). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. The estimated cost is between $25,000 and the Simplified Acquisition Threshold. The Contracting Officer has determined that the anticipated costs to the Government will be fair and reasonable. The resultant contract shall be firm fixed price.
