The Florida Fish and Wildlife Conservation Commission has awarded solicitation FWC 25/26-55 to Coastline Clearing & Development LLC for the Apalachicola Bay Oyster Restoration project, with a contract value of $3,255,918.60. The award was made under Florida state procurement procedures governed by Chapter 120, Florida Statutes, and no Federal Acquisition Regulation clauses apply. The notice of award was posted on April 28, 2026, at 8:30 A.M., initiating a 72-hour protest window that ended on May 1, 2026, at 8:30 A.M., excluding weekends and state holidays. Any aggrieved party must file a written protest within this period, and failure to do so, or to post the required bond—equivalent to one percent of the contract value via cashier’s check, money order, or other approved security—constitutes a waiver of rights to challenge the award under state administrative law. The contract’s place of performance is Florida, specifically focused on oyster habitat restoration in Apalachicola Bay, though no detailed technical specifications, performance metrics, inspection criteria, or delivery schedules are provided in the available documentation. The award appears to have been price-driven, likely under a Lowest Price Technically Acceptable approach, but no formal evaluation factors, weights, or technical acceptability standards are documented. No contracted-specific administrative details such as payment instructions, accounting codes, invoicing systems, COR/COTR contacts, or packaging requirements are included. The awardee’s size status, socioeconomic certifications, UEI, or CAGE code are not disclosed, and no attachments, representations, or special requirements beyond bonding and protest procedures are referenced.
