APM Terminals Request for Proposals for Zero-Emission Rail Cone Cart Grunts at the Port of Los Angeles

APM Terminals has issued a Request for Proposals for the manufacture and delivery of four battery-electric Rail Cone Cart Grunts to be utilized at APM Terminal Pier 400 in San Pedro, California. This procurement is part of the Port of Los Angeles Clean Ports Program and is funded by the EPA to support the deployment of zero-emissions port equipment. To meet the specific environmental requirements of the program, the equipment must produce zero tailpipe emissions of any criteria pollutant, air toxics, or greenhouse gases, excluding water vapor. Notably, the solicitation strictly requires battery-electric technology and explicitly excludes any proposals involving hydrogen fuel cell technologies. Interested qualified OEMs or dealerships must first submit an Acknowledgement of Participation form containing the proposer's name, contact person, and phone number to apmtp400tenders@apmterminals.com to gain access to the full RFP package via the Keelvar portal. The deadline for final proposals is October 19, 2026. All information and commitments submitted in response to the RFP are considered legally binding.
