Defence Construction Canada is issuing an Advance Procurement Notice for the upcoming Modified Design Build contract to deliver a new Range Operations Centre for the Canadian Forces Maritime Experimental Test Range at CFB Esquimalt in Nanoose, British Columbia, with an estimated value of $15.5 million. The project aims to replace the obsolete facility on Winchelsea Island with a modern, purpose-built structure that will maintain operational continuity while minimizing lifecycle costs. The scope involves comprehensive architectural and engineering services leading to issued-for-construction drawings, environmental and archaeological compliance support, Indigenous engagement, and tender and construction phase services including as-built documentation. Professional services required span civil, structural, architectural, mechanical, electrical, and cost consulting disciplines. The solicitation is anticipated to be posted in October 2026, contingent upon final approval from the Department of National Defence. To ensure readiness for the procurement process, potential bidders are strongly encouraged to begin the security clearance sponsorship process immediately through Defence Construction Canada’s Industrial Security Program, as the project requires a Designated Organization Screening clearance. Contractors and consultants without existing clearances must initiate sponsorship applications through DCC, providing the contract number and clearance level requested, as failure to obtain clearance in time may disqualify a bid. Alongside security requirements, the Government of Canada’s commitment to Indigenous engagement means that an Indigenous Benefits Plan is expected to be developed, creating opportunities for sub-contracting with Indigenous businesses. There is no guarantee the contract will proceed, security clearances will be granted, or timelines will be met, and all applicants assume full responsibility for the accuracy, completeness, and timeliness of their submissions. Questions regarding sponsorship should be directed to DCC’s ISP team, while inquiries about the notice itself should be addressed to Matthew Glenn at Defence Construction Canada.
