The equipment includes electrically powered machines from Life Fitness, Matrix, StairMaster, Rogue, Titan, and others—such as treadmills, bikes, ellipticals, and stair climbers—as well as manually powered units like spin bikes, rowers, and assault bikes, alongside Hammer Strength selectorized weight equipment. Many of these units feature integrated HD screens, requiring specialized servicing beyond the capabilities of on-site staff. The contract calls for comprehensive preventative maintenance, inspection, and repair services performed in strict accordance with Original Equipment Manufacturer (OEM) standards, with a primary focus on ensuring all equipment remains fully serviceable at all times. The performance period begins April 1, 2026, and spans one year with five potential one-year option periods extending through January 2032, covering quarterly maintenance visits totaling four per year during both base and option periods. A phase-in inspection within one month of award establishes an equipment baseline, followed by a phase-out inspection at contract conclusion to document condition and outstanding needs. The solicitation is a total small business set-aside under NAICS code 811310 with a size standard of $12.5 million in annual receipts, and all offers are evaluated using a Lowest Price Technically Acceptable (LPTA) approach, where technical acceptability is a pass/fail threshold and award is made to the lowest-priced technically acceptable offer without trade-offs. The technical proposal must not exceed ten pages and must clearly demonstrate compliance with the Performance Work Statement, particularly regarding preventative maintenance schedules, documentation of inspections using COR-approved checklists, and adherence to OEM protocols. All maintenance activities must be completed within 14 business days following the start of each quarter, and all service reports must be submitted electronically via the Wide Area WorkFlow system. Contract administration is handled through the Contracting Officer’s Representative, Michelle Hannah, who is responsible for inspection, acceptance, and invoice approval, with payments processed through DoDAAC F3H3A1. Defence Construction Canada is issuing an advance procurement notice for a potential three-year contract to provide Inspection, Testing and Minor Repair services for emergency power generators, backup generators, automatic transfer switches, and uninterruptible power systems at Garrison Petawawa, Ontario. The contract, estimated at $200,000 annually with a potential extension of up to two additional one-year terms, could reach a total value of $1,100,000 and is expected to be awarded in July 2026 pending official approval. Services will encompass routine maintenance and minor repairs of engine components, fuel systems, electrical systems, switchgear, battery banks, inverters, rectifiers, and controllers, all in compliance with applicable codes and standards. A successful bidder must hold or obtain a valid Designated Organization Screening clearance through the Contract Security Program prior to contract award, necessitating early engagement with the Industrial Security Program sponsorship process administered by Defence Construction Canada. Prospective contractors not already cleared are strongly encouraged to initiate sponsorship applications immediately through DCC’s website to avoid delays, as clearance processing timelines are not guaranteed and failure to secure clearance in time may disqualify a proposal. The notice is not a solicitation for bids but a preparatory step—actual bidding will open on MERX with formal documents available later. All applicants must comply with security sponsorship procedures, accept full responsibility for application completeness and processing delays, and acknowledge that neither DCC nor the Government of Canada guarantees clearance approval or contract award.
