The Naval Special Warfare Command intends to award a sole source Indefinite Delivery/Indefinite Quantity contract to Applied Imagery, LLC for specialized training on Quick Terrain Modeler software. This contract, identified by solicitation number H92240-19-Q-2001 and NAICS code 511210, features a five year ordering period. The requirement focuses on instructor led, hands on interactive training tailored to the specific functions and tool sets used within the Naval Special Warfare Command architecture and infrastructure. Because Applied Imagery, LLC is the developer, sole manufacturer, and only authorized distributor of the proprietary Quick Terrain Modeler software, the government has determined that they are the only source reasonably available to provide these services. Individual courses of instruction will be awarded via task orders under the base IDIQ contract. This procurement is justified under Federal Acquisition Regulations for sole source solicitations due to the proprietary nature of the software and the lack of alternative providers capable of satisfying the requirement.

Solicitation # H9224026SC001
The Naval Special Warfare Command (NSWC) is utilizing a Commercial Solutions Opening (CSO) under solicitation H9224026SC001 to accelerate the development, procurement, and integration of unmanned systems (UxS) capabilities. This initiative supports the Joint Force, Special Operations Forces (SOF), and allied partners by seeking innovative solutions in several Areas of Interest, specifically UxS as a Service, First Person View (FPV) platforms for ISR and kinetic operations, and UxS training. The scope encompasses a wide array of requirements, including complete UxS systems, payloads, Command and Control (C2) software, artificial intelligence for processing and exploitation, and communications equipment. Technical priorities include interoperability with systems like Lattice and Hivemind, adherence to a Modular Open Systems Approach, and strict compliance with FAA, ICAO, and cybersecurity standards, with a prohibition on components from covered countries. The procurement process is structured in three phases: Phase I involves the submission of unclassified solution briefs via the Vulcan portal; Phase II consists of demonstrations and pitches requiring the provision of at least three operational units and two trained operators; and Phase III involves the collaborative development of Statements of Work and final negotiations. NSWC anticipates awarding either Firm-Fixed Price contracts under FAR Part 12 or Other Transaction Authority (OT) agreements under 10 U.S.C. 4022-23. Submission deadlines vary by Area of Interest, with several extended through December 31, 2026. To be eligible for award and payment, companies must be registered in the System for Award Management (SAM) and utilize Wide Area Work Flow (WAWF) for invoicing.

FPV Unmanned Aerial Systems (UAS) for ISR OperationsThe contract seeks the development and delivery of First-Person View unmanned aerial systems designed explicitly for Intelligence, Surveillance, and Reconnaissance missions in challenging operational environments, including those that are GPS-denied, high-electromagnetic interference, and maritime. These systems must deliver 45 to 60 minutes of endurance and be capable of rapid deployment to support time-sensitive missions. The technology must operate reliably under extreme conditions where conventional navigation and communication systems are compromised, demanding robust, self-contained avionics and resilient data links. The aircraft should be optimized for low-observable characteristics and field-ready handling to meet the demands of tactical special operations forces. This is a subcontract opportunity under the NAICS code 334511, tied to the Naval Special Warfare Command within the Department of Defense, with a performance location in San Diego, California, ZIP 92155. The solicitation was posted on May 5, 2026, and responses are due by December 31, 2026, at 5:00 PM Eastern Time. While no set-aside designation or point of contact is specified, the nature of the requirement suggests a focus on advanced aerospace manufacturing capabilities with proven experience in military-grade UAS integration. Contractors must demonstrate technical precision, operational relevance, and the ability to deliver systems that meet the rigorous standards of special operations in austere maritime and urban terrain.
