The solicitation for Appraisal and Consulting Services in the Great Lakes Region (Solicitation GS-05P-10-FA-D-0045) was canceled effective February 9, 2011, due to ambiguous language requiring correction. Despite the cancellation, the need for these services remains, and a new solicitation is expected to be posted soon. Contractors who previously submitted proposals must submit new ones in response to the forthcoming solicitation. Questions regarding the cancellation will be addressed following the new solicitation’s release, anticipated the week of February 14, 2011. The General Services Administration (GSA), specifically its Public Buildings Service, plans to award multiple indefinite delivery/indefinite quantity contracts for appraisal and consulting services across various states and territories. These contracts will cover appraisals of federally owned and designated private properties, including office buildings, warehouses, vacant land, special-purpose properties like courthouses and border stations, and mixed-use complexes. Each contract will have a one-year base term with four one-year renewal options, with task orders issued as needs arise. Contractors must be capable of handling diverse and potentially complex property types and will be given fair opportunities to compete for task orders exceeding $2,500, though some exclusions may apply. Compliance with registration requirements in the Central Contractor Registration and representations through the Online Representations and Certifications Application is mandatory for participation.

Solicitation GS-05P-10-FA-D-0045 for Appraisal and Consulting Services for Great Lakes Region 5 is hereby canceled effective Wednesday, February 09, 2011. We have become aware of an ambiguity in the current solicitation language and have determined it is necessary to correct this language. This proposed change following receipt of offers was deemed substantial enough to warrant cancellation and re-solicitation in accordance with FAR 15.206(e). A need still exists for the services covered by this cancelled solicitation. Therefore, a new solicitation for these services will be posted shortly to FedBizOpps. Offerors who submitted previously under Solicitation GS-05P-10-FA-D-0045 will need to submit a proposal in response to the new solicitation in order to be considered. Any questions regarding the cancellation of this solicitation will be addressed immediately following the posting of the new solicitation, which is anticipated the week of February 14, 2011. _____________________________________________________________________ The General Services Administration, Public Buildings Service, anticipates the need for future appraisal and appraisal related services. The contractor will be required to perform appraisals and consultations involving Federally-owned real property, and other privately owned property designated by GSA, within the delineated geographic area in accordance with the requirements of this solicitation. GSA's appraisal activities are managed by the Portfolio Management Division located in GSA's Regional Office in Chicago, Illinois. Numerous contracts are being established to provide timely, cost effective, and professional appraisal, appraisal related, and consulting services with optimum geographic coverage in the United States and U.S. Territories. It is anticipated that at least one contract will be awarded for each state or area. Qualification of offerors is discussed in greater detail throughout the solicitation. Because the appraisal assignments are not yet identified, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded. Each contract will have a one-year base term with four one-year renewal options. Once awarded, the individual delivery orders will be placed, and the appraisals will be reviewed by the Regional Portfolio Management Division then further reviewed by National Office in Washington, DC. The specific property types and locations of future appraisal assignments are not known at this time, but contractors will need to be proficient in valuing the following property types: General Purpose - Office, Warehouse Vacant Land - Rural or Urban Special Purpose - U.S. Courthouse, U.S. Post Office, Historic Properties, Border Stations/Land Ports of Entry Mixed Use - Office / U.S. Courthouse / Retail Facilities - Multiple-building complexes that may be unique or complex in nature. These contracts are being established to provide flexibility in GSA's procurement of appraisal services. Appraisal services of all related types may be ordered from these contracts. It will not be a requirement that GSA utilize these contracts for all appraisal assignments. Since multiple awards may be made in one or more states or areas, awardees are advised that in those states, or areas, where multiple awards exist, awardees will be given a fair opportunity to be considered for each task order over $2,500. A contractor may be excluded from fair opportunity. Further explanation of these exclusions will be discussed in Subsection B5 - Award of Task Orders. The Central Contractor Registration database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. Effective October 1, 2003, all Government contractors must be registered in CCR prior to receiving an award. You may access the CCR at the following URL, www.ccr.gov. Effective January 1, 2005, the Federal Acquisition Regulation (FAR) requires the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. In addition, rather than receiving and reviewing paper submissions, government contracting officials can access ORCA and review your information online as a part of the proposal evaluation process. You will no longer have to submit representations and certifications completed in ORCA with each offer. Instead, a solicitation will contain a single provision that will allow you to either certify that all of your representations and certifications in ORCA are current, complete and accurate as of the date of your signature, or list any changes.
