85625P0004-RFP Appraisal of Real Estate

The New York City Department of Citywide Administrative Services (DCAS) is seeking up to five qualified vendors to provide real estate appraisal services for properties primarily within New York City, with occasional assignments outside the city. The contract is structured around two service options: Service Option 1 for reports conforming to Uniform Standards of Professional Appraisal Practices (USPAP) and Service Option 2 for reports conforming to both USPAP and Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA). DCAS intends to award up to three contracts for Option 1 and up to two for Option 2. The total estimated funding is 1,050,000 dollars, with 750,000 dollars allocated to Option 1 and 300,000 dollars to Option 2. The anticipated contract term is 1,095 consecutive calendar days, with options for renewal for another 1,095 days or an extension of 365 days. Work will be assigned via Work Orders on an as-needed basis. For Service Option 2, draft reports must be submitted within 30 business days of the Work Order. To qualify, vendors must employ at least five New York State Certified General Real Estate Appraisers and at least one MAI Designated Member of the Appraisal Institute on their full-time staff. Proposals are evaluated based on relevant experience (40 percent), approach and project management (40 percent), and organizational capability (20 percent), with a minimum technical cutoff score of 70 percent for short-listing. Award selection is based on the lowest proposed price per technical point. Contractors must comply with various city and state mandates, including the NYC Earned Safe and Sick Time Act, the Iran Divestment Rider, and Executive Order No. 39 regarding city fleet and truck safety. General provisions include strict confidentiality requirements, insurance obligations, and adherence to prevailing or living wage laws. All final appraisal reports must be accepted by DCAS in writing before payment is approved. Proposals must be submitted via the PASSPort portal by November 12, 2026, at 2:00 PM.
