Real Estate Appraisal Services VOR

The Toronto and Region Conservation Authority (TRCA) is establishing a Vendor of Record (VOR) roster for professional Real Estate Appraisal Services to support land acquisition, disposition, leasing, and conservation activities. The scope of work includes providing letters of opinion, market rent determinations, and various narrative appraisal reports for urban, rural, agricultural, and environmentally sensitive properties, including floodplains and regulated lands. All services must be performed by fully AACI designated appraisers in accordance with CUSPAP standards and TRCA specific requirements. The resulting agreement will have an initial term of two years, with an option for a one-year extension, and work will be awarded on an as-needed basis via purchase orders. The selection process involves a two-stage evaluation where the three highest-scoring proponents will be appointed as Vendors of Record. Technical proposals are scored out of 80 points, requiring a minimum of 56 points to proceed to the financial evaluation, which is scored out of 20 points based on pricing. Successful vendors must adhere to strict performance standards, including a two-hour response time for requests made during normal business hours and the implementation of a Quality Assurance and Quality Control program. Payments are made in Canadian dollars within 28 days of receiving a proper invoice and a valid WSIB clearance certificate.
