Build America Bureau - Appraisals

The Federal Highway Administration is conducting market research through a Sources Sought notice and Request for Information to identify qualified sources for appraisal and valuation services to support the Build America Bureau. The anticipated contract will focus on the Bureau's federal credit programs, specifically TIFIA and RRIF, with a heavy emphasis on Transit-Oriented Development transactions. Required services include providing market value conclusions and net liquidation value for personal property, equipment, and business valuations. The Bureau anticipates a need for pre-close, post-close, and periodic re-appraisals, with individual assignments expected to take several months to complete. Prospective vendors must demonstrate high-level proficiency in the Uniform Standards of Professional Appraisal Practice and the Uniform Appraisal Standards for Federal Land Acquisitions. Key personnel are expected to have expertise in eminent domain, right-of-way valuations, and public land laws. While the final acquisition strategy is undecided, the agency is considering various vehicles including multiple-award IDIQs or GSA-based blanket purchase agreements, and is evaluating whether to use a small business set-aside or full and open competition.
