Nashville District BPA Master Agreement Real Estate Appraisal Services



THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP).



This is a sources sought announcement only. This sources sought is for acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or ultimately enter into an agreement. Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the government for reimbursement. Respondents will not be notified of the results of any government assessments.



PURPOSE:


The U.S. Army Corps of Engineers Nashville District is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of capabilities, interest, and qualifications; to include the Small Business Community for entering into a Blanket Purchase Agreement (BPA) to provide qualified real estate appraisal firms for obtaining appraisals for residential and/or non-residential properties on an as needed basis. The coverage area of the contract shall be Tennessee, Kentucky and Virginia. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The Government must ensure there is adequate competition in making appropriate decisions. The type of set-aside acquisition will depend upon the responses to this sources sought.



NO SOLICITATION EXISTS AT THIS TIME.



A Blanket Purchase Agreement (BPA) as defined by RFO 12.201-1(e)(3) as a  method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply. The Government is only obligated to the extent that authorized orders are placed under BPAs.



SCOPE OF WORK (SUBJECT TO CHANGE):


Interested Vendors should be capable of providing all labor, materials, and equipment necessary to perform the work stated in the Performance Work Statement (PWS). Any of the activities, or combination of activities, may be required anywhere within the U.S. Army Corps of Engineers - Nashville District area of responsibility. The anticipated length of the BPA Master Agreement is five (5) years.



MARKET SURVEY TO SHOW INTEREST AND INTENT:


Please provide responses to the Market Survey below to Kerri Broglin at Kerri.D.Broglin@usace.army.mil and Alison Abernathy at Alison.T.Abernathy@usace.army.mil no later than the date and time specified in the response date of this Sources Sought. Entities interested in holding a BPA with the Nashville District are strongly encouraged to respond to this notice.


The principal appraiser who is contracted to perform appraisal services must hold an active and valid Certified General Real Estate Appraiser License in the State where the subject property is located. The principal appraiser must be geographically competent in the market area where the subject property is located. The principal appraiser must have a thorough understanding of the current edition of the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) also known as Yellow Book. The principal appraiser must have documented experience in appraising similar properties in the same geographical area as described in this Scope of Work that complied with UASFLA. Every appraisal report shall briefly describe the principal appraiser’s geographical competence and their experience that enables them to comply with the competency rule of USPAP.
