Appraisal - Jefferson County

The Washington State Department of Natural Resources is soliciting proposals under solicitation 2026-033 for a fee simple, fair market value appraisal of approximately 763 acres of forested property in Jefferson County. The objective is to estimate the total value of land areas identified via GIS Shapefile polygons to facilitate reimbursement of state trust beneficiaries before the land is transitioned to conservation, forest carbon sequestration, or low-harvest management. This work order-based contract is open exclusively to appraisers already on the DNR approved list as determined by RFQ 24-51. The selected contractor must provide an appraisal report conforming to the current Uniform Standards of Professional Appraisal Practice and the Appraisal Report option of USPAP Standard Rule 2-2(a). Key deliverables include a valuation breakdown of land and vegetation components, a market approach featuring at least five sales with photos, and adherence to DNR Standards for Timber Cruises and Appraisals. Proposals are due by November 13, 2026, and will be evaluated based on minimum qualifications, responsiveness, and a weighted scoring system covering the cost proposal schedule, total cost, and the proposed timeline. Award preference may be given to certified small or veteran-owned businesses for procurements under 150,000 dollars. Awarded bidders must be registered with the Washington Office of Financial Management and maintain required insurance coverage. All subcontractor payments and diversity compliance must be reported through the Access Equity system. The period of performance begins upon the signing of the work order and concludes on the date specified by the vendor in their cost proposal.
