Full Description

The U.S. Department of Housing and Urban Development (HUD), Office of Single Family Asset Management, intends to procure Appraisal Oversight Services for single family and preforeclosure Real Estate Owned (REO) properties owned by HUD for the United States and all its territories (US Virgin Islands, Northern Mariana Islands, Guam, American Samoa). The contracted services will provide for desk appraisal reviews and field appraisal reviews. The appraisal directly affects the property's marketability and establishes the property's list price. Additionally, the appraisal may be used as an underwriting instrument for the Federal Housing Administration (FHA) if the property is designated insurable. HUD appraisal oversight monitors the accuracy and quality of appraisals through quality assurance appraisal reviews. HUD requires the assistance of an appraisal review service to perform these quality assurance appraisal reviews (desk reviews and field reviews.) In accordance with the Federal Acquisition Regulation (FAR) Part 6.204, the government intends for this acquisition to be offered for competition among eligible 8(a) concerns. This requirement will be solicited as a 100% 8(a) set-aside. This will be a Firm-Fixed-Price type contract. The proposed contract period of performance is a base period of 12-months, with four, 12-month option periods. The anticipated release date of the solicitation will be on or about March 22, 2010, with a 30 day posting period. Instructions for submitting questions and proposals will be given at the time the solicitation is released, as will the actual closing date for offers. No questions will be accepted via telephone; electronic means only. The resulting award will be a Best Value Trade-Off, with non-cost factors being more important than cost. If at any time the government determines that the requested services are no longer required, the government reserves the right not to make an award. The government also reserves the right to award without discussions. All responses from responsible 8(a) concerns will be considered for evaluation and contract award.
