Intent to Sole Source to Black River Systems for NINJA RFFE 4925 UpgradeThe 177th Fighter Wing Contracting Office in Egg Harbor Township, New Jersey, intends to sole-source a contract to Black River Systems Company, Inc. for the upgrade of the NINJA RFFE 4925 system under FAR 8.405-6(a)(1)(i)(B), due to the proprietary and specialized nature of the Radio Frequency Front End equipment, which only Black River Systems can provide. This action is justified by the obsolescence of the legacy 284501 RFFE component, limited availability of replacement parts after 2022, and the necessity to sustain operational readiness of the NINJA Counter-Unmanned Aircraft System, which is the sole approved C-UAS for the Air National Guard and deployed across more than 20 bases. The estimated contract value is $93,000, and the procurement is structured as a delivery order under Black River Systems’ GSA Multiple Award Schedule. The solicitation is designated as a Total Small Business Set-Aside under FAR 19.5, and while no competitive evaluation factors, pricing tables, or formal clause requirements are included, the acquisition relies on historical pricing, proven system performance, and technical exclusivity as the basis for award. The place of performance is Egg Harbor Township, New Jersey, with contract administration handled by the 177th Fighter Wing Contracting Office under Contracting Officer Johanna Paz. Responses to this non-competitive notice are invited from other potential providers to determine if competition is feasible, but the Government retains sole discretion to proceed without competition. Submissions must be submitted in writing by July 29, 2026, directly to the contracting office via email or mail, with no specified format or length requirements beyond a description of the respondent’s capability to deliver the product. No formal inspection criteria, packaging standards, FOB terms, or security clearance requirements are detailed, as acceptance is based on compliance with the manufacturer’s proprietary specifications and prior successful performance. The contract does not include option periods, key personnel designations, or detailed payment instructions, and no CAGE code or Unique Entity ID is publicly listed. The entire action is grounded in the unique technical ownership and support capabilities of Black River Systems, making it the only responsible source for this critical upgrade.
