BACKGROUND The National Capital Commission (NCC) is a federal Crown corporation created by Canada’s Parliament in 1959 under the National Capital Act. Building on more than a century of experience, the NCC provides unique value in the Capital Region by fulfilling three specific roles: long-term planner of federal lands, principal steward of nationally significant public places, and creative partner committed to excellence in development and conservation. INTENT The NCC will retain Arboricultural Services on an "as and when requested" basis under a Standing Offer Agreement (SOA). Requirements completed under the SOA will be at various locations on NCC lands located within the National Capital Region in Ontario and Quebec. All successful Contractors must enter into a formal NCC SOA. Once awarded, these SOAs will serve as the instrument against which individual call-ups can be made (on a case by case basis). The NCC will award a maximum of three SOAs. The SOAs will be active either for three years (from the date of award) or until total expenditure level is attained, whichever comes first. ENQUIRIES Enquiries regarding this Request for Standing Offers (RFSO) must be submitted in writing by e-mail to Sr. Contract Officer Emilie Scheckman – emilie.scheckman@ncc-ccn.ca as early as possible within the solicitation period. Enquiries should be received no later than fourteen (14) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer not being provided. To ensure consistency and quality of the information provided to all Proponents, the Sr. Contract Officer shall examine the content of the enquiry and shall decide whether to issue an amendment. All enquiries and other communications related to this proposal sent throughout the solicitation period are to be directed ONLY to the Sr. Contract Officer named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of a proposal.
