Architect-Engineer (A-E) Mechanical and Plumbing Design Support Services – Task Order Contracts

The County of Orange, through OC Public Works, is soliciting qualifications to establish a Qualified Vendor List for Architect-Engineer Mechanical, Electrical, and Plumbing Design Support Services. Selected firms will enter into three-year task order contracts to provide on-call services for various County and Orange County Flood Control District maintenance and capital projects. The scope of work includes the evaluation, investigation, engineering analysis, and design of HVAC, machinery, plumbing, piping, and electrical systems, as well as the preparation of plans, specifications, and cost estimates. Responsibilities extend through the full project lifecycle, including data collection, agency coordination for fire life safety and ADA compliance, construction administration, and final project close-out services. To be eligible, respondents must possess a valid California professional license, have conducted business in California for at least three years, and demonstrate experience performing similar work in Southern California. Evaluation is based on a weighted scoring system focusing on technical expertise, availability, proposed staffing, and compliance with the County model contract. Award decisions are based on the most advantageous proposal. Selected contractors must adhere to strict insurance requirements, including professional liability and general liability coverage, and are required to pay adopted prevailing wage rates for public work. Submissions must be uploaded electronically via the County's eProcurement Portal by September 4, 2026.
