Architect-Engineering (A/E) Services for a New Courthouse Annex Project at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse, Hato Rey, PR

The General Services Administration, through the PBS R2 Capital Construction Branch, issued solicitation 47PC0321R0013 for Architect-Engineer services to design a new 153,000 gross square foot U.S. Courthouse Annex at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse in Hato Rey, Puerto Rico. This multi-phase construction project has an estimated cost between 175 million and 205 million dollars. The scope of work requires full professional design services from the concept phase through construction administration, ensuring strict compliance with P-100 and U.S. Courts Design Guide standards. The selection process utilized a two-stage approach involving portfolio submissions and interviews, with evaluations based on design intent, past performance, and the lead designer's profile. Following a series of amendments to the solicitation and a pre-submittal meeting held in December 2021, Davis Brody Bond + STV, based in New York, was selected as the lead designer A/E team for the project. The procurement process included site visits and detailed requests for qualifications via SF330 forms to ensure the selected firm possessed the necessary expertise for this federal facility.
