Ayers, P.E., for specialized Architect-Engineer services related to flood control and environmental restoration projects in Florida and Puerto Rico. These services will encompass engineering designs, calculations, contract documentation, coordination, and project management throughout all project phases. Key tasks include preparing and reviewing site, water distribution, and sewerage system designs; conducting constructibility and biddability reviews; performing independent technical reviews and evaluations; identifying potential cost risks and claim exposures; defining real estate requirements; researching historical project data; preparing scopes of work, cost estimates, schedules, and contract specifications; and participating in review meetings. The individual selected must have at least 10 years of specialized experience in large civil works construction, particularly in the context of flood control and environmental restoration in the specified regions. They must be a registered professional engineer with expertise across multiple engineering disciplines, including geotechnical, hydraulic, mechanical/electrical, roadway, environmental, structural, and civil engineering. Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
