The Montgomery Central Appraisal District is seeking qualified Texas-licensed architectural firms to provide a comprehensive facility assessment through a Request for Qualifications (RFQ 2026-003), with proposals due by 12:00 Noon on June 1, 2026. The scope requires a detailed evaluation of existing facilities located in Conroe, Texas, including space utilization, building systems such as HVAC, electrical, and plumbing, infrastructure capacity, ADA compliance, deferred maintenance, and operational efficiency. The selected firm must identify deficiencies and develop conceptual renovation, reconfiguration, and expansion options, delivering strategic recommendations aligned with long-term planning and capital improvement goals. The procurement follows a qualifications-based selection process, where pricing is not considered during evaluation; awards will be made solely based on demonstrated competence, relevant experience in public sector facility assessments, professional references, past performance, and adherence to Texas licensing requirements. At least three of the five required client references must be from Texas-based entities, and the submission must include a list of key personnel with their roles and experience. All proposals must be submitted as five physical copies in sealed envelopes marked “Attn: RFQ Committee – Architectural Services,” delivered either by hand to 109 Gladstell St., Conroe, TX, or mailed to P.O. Box 2233, Conroe, TX 77305; no electronic submissions are accepted. The proposal must contain a cover letter, company background with licensure and conflict of interest disclosures, a technical approach outlining methodology and stakeholder engagement, a project timeline, and five professional references. A Texas-licensed architect must be employed by the submitting firm, and vendors must certify compliance with antitrust laws and include any issued addenda. Contract execution requires approval by the District Board of Directors and signature by the Chief Appraiser, with payment contingent upon a formal District Purchase Order. The district is exempt from state sales tax under Texas Tax Code Chapter 151 and does not require federal entity identifiers such as UEI or CAGE codes. No formal FAR clauses apply; the solicitation is tailored to local governance procedures with no LPTA, price evaluation, or delivery of physical goods involved, and all work will be performed at the district’s facilities in Conroe, Texas.
