Architectural and Engineering Design Services - Cartersville Sports Complex / Hicks Park

The City of Cartersville is soliciting competitive sealed proposals from qualified design professionals to provide comprehensive architectural and engineering services for the redevelopment of the Cartersville Sports Complex and selected improvements at Hicks Park. The scope of work includes the conversion of the Richard Bell Baseball Field to a turf surface with new grandstand seating, a press box, and various support facilities beneath the stands, as well as the removal of an existing concession stand and the construction of a retaining wall at Hicks Park. The project will utilize a Construction Manager at-Risk delivery method with an estimated construction budget between 4 million and 6 million dollars. The selected firm will be responsible for all phases of design, including programming, conceptual design, schematic design, design development, and the production of permit-ready construction documents. The selection process is a multi-step technical evaluation based on project experience, firm stability, key personnel, and CMAR experience, followed by shortlisting and interviews. Fee proposals are submitted separately and are not scored during the initial technical evaluation; instead, the city will negotiate price and scope with the highest-ranking firm. The anticipated project commencement is Fall 2026, with a goal for construction documents to be permitted by April 2027 and the Richard Bell Field completed by February 2028. Qualified firms must be registered in the state of Georgia, complete an E-Verify form, and maintain insurance from a carrier with an A.M. Best rating of A or better. The final agreement will be based on a standard AIA Document. Proposals are due by October 23, 2026, at 3:00 P.M. local time.
