Architectural & Engineering Services - Rondeau (Erieau) Sedimentation Study & Options Analysis

Fisheries and Oceans Canada’s Small Craft Harbours program is seeking a qualified engineering consulting firm to conduct a sedimentation study and conceptual options analysis for Rondeau Harbour in Erieau, Ontario. The scope includes comprehensive data review, field investigations such as bathymetric surveys and sediment sampling, and analysis of hydrodynamic conditions, wave climate, and sediment transport processes to assess shoreline evolution and barrier beach behavior. The consultant will develop and evaluate conceptual options for the repair, modification, relocation, or removal of the existing east breakwater, culminating in technical reports and Class D cost estimates to inform decision-making. This engagement is strictly limited to study and conceptual design services; detailed design and construction are excluded. The work must be completed by March 31, 2027, with performance centered in Sarnia and London, Ontario, and administrative oversight managed from the National Capital Region. The consultant must demonstrate expertise in coastal processes, numerical hydrodynamic and wave modeling, sediment transport assessment, and marine infrastructure evaluation for small craft harbours, using a consistent legal numbering system in all deliverables. The contract requires submission of a technical proposal and a separate price proposal, both adhering to strict formatting rules, including a 50-page limit on technical content, with specific annexes such as the Offer Submission Form, Offeror Declaration Form, Consultant Team Identification, and Price Proposal Form required as part of the application. Proposals must be submitted electronically in searchable PDF format, with all modeling, GIS, and raw survey data provided in original and compatible digital formats. The evaluation is based on a weighted technical score out of 100, with key factors including the offeror’s and key personnel’s past project achievements, understanding of the project, scope of services, management approach, and design methodology, rated on even-numbered scales of 0, 2, 4, 6, 8, or 10. The consultant must hold professional licenses for all key roles, comply with integrity and eligibility requirements under the Ineligibility and Suspension Policy, and submit detailed team qualifications. Insurance must include Professional Liability and Commercial General Liability with His Majesty the King in right of Canada named as an additional insured. The contract prohibits mark-up on disbursements, requires detailed invoicing with financial codes and tax information, and mandates adherence to Canadian labor and safety laws, anti-forced labor standards, international sanctions, employment equity obligations, and anti-human trafficking laws.
