Architectural and Engineering Services - Town Office and Public Safety Facility

The Town of Woodstock, Virginia, is soliciting proposals from qualified architectural and engineering firms for the design of a combined Town Office and Public Safety Facility. This project is a qualifications-based selection process intended to result in a multi-phase services agreement. The scope of work is divided into six primary phases: a USDA-required Preliminary Architectural Report, schematic design, design development, construction documents, bidding and procurement support, and construction administration. Optional services may include Phase I and II Environmental Site Assessments. The selected firm will be responsible for providing a project architect/engineer of record and a project manager, and must maintain professional liability, general liability, and workers compensation insurance. Because the project involves USDA Community Facilities financing, the selected firm must comply with USDA RD Instruction 1942-A and ensure that all plans and agreements receive USDA concurrence. The contract is subject to strict federal regulations, including the Davis-Bacon Act for prevailing wages and the Build America Buy America and American Iron and Steel Acts, requiring that all iron, steel, and construction materials be produced in the United States. Proposals are due by October 26, 2026, and must include a signed cover sheet and attestations that the firm has been in business for at least five years with no material pending litigation. The Town will negotiate the final scope of services and fees with the highest-ranked qualified firm.
