Architectural Engineering Design Services for Capital Improvements

The State of Delaware Department of Natural Resources and Environmental Control (DNREC) is soliciting proposals under contract NAT26807-PARKS_A&E for multiple consultants to provide professional architectural and engineering design services. These services will support the capital programs of the Division of Parks and Recreation and the Division of Fish and Wildlife, specifically focusing on the planning and design of new park buildings, renovations, historic restoration, and civil engineering tasks such as site design, stormwater management, and trail design. All participating professionals must be qualified or licensed in Delaware and adhere to the Division of Facilities Management (DFM) requirements for projects exceeding 250,000 dollars. The award will be based on the most advantageous proposal rather than the lowest bid, with evaluation weights heavily focused on expertise and demonstrated ability, each accounting for 30 percent of the score. Other criteria include workflow and design approach, experience and reputation, and familiarity with public works. Selected vendors may be required to provide oral presentations. Proposals must be submitted by November 9, 2026, and include eight paper copies and one electronic copy. Mandatory submissions include a notarized non-collusion statement, a confidentiality form, and an exceptions form. Payment will be processed via ACH, PCard, or SUA within 30 days of receiving a correct invoice, with cost negotiations guided by the DFM Architectural and Engineering Fee Schedule.
