Area of Interest (AoI) – Lifecycle Sustainment, Advanced Engineering, and Multi-Class Parts Sourcing Support Services (CSO-W911KF25SC002)

This contract under the ACC-ANAD Organic Industrial Base Modernization Commercial Solutions Opening establishes an Area of Interest to procure agile, commercial-based solutions for the sustainment of legacy U.S. Army ground combat vehicles, locomotives, and artillery systems. The effort centers on lifecycle support, advanced engineering, and rapid sourcing of Class 4 and Class 9 components—particularly those affected by diminishing manufacturing sources and material shortages—to prevent depot production delays and maintain operational readiness. Contractors must demonstrate proven capabilities in reverse engineering obsolete parts to produce fully qualified, non-proprietary Level 3 Technical Data Packages and employ advanced manufacturing techniques such as additive manufacturing to recreate unavailable components. Performance is centered at Anniston Army Depot, Alabama, with inspections and work conducted both at depot and remote TDY locations. The vehicle requires compliance with AS9100 quality standards, strict Configuration Management procedures, and integration into the Government’s Payment Invoicing and Evaluation Engine for all invoicing and payment processing. Evaluation is based on a Best Value trade-off approach, not Lowest Price Technically Acceptable, and focuses on four key technical factors: integrated sustainment strategy, DMSMS mitigation and parts-sourcing agility, reverse engineering and advanced manufacturing maturity, and specialized capabilities for maintaining DoD locomotives and non-tactical generators. Proposals are assessed as Acceptable or Unacceptable on technical merit and Fair and Reasonable or Not Fair and Reasonable on price, with no numerical weights assigned. Offerors must maintain a current Unique Entity ID and active SAM.gov registration but are not required to self-certify socioeconomic status during initial submission. Proprietary information must be clearly marked and will be protected under FOIA for five years; submissions cannot be marked confidential. The Commercial Solution Proposal must be split into separate Technical and Price volumes, with Phase 1 Solution Briefs limited to five pages or fifteen slides. All proposals must be submitted electronically by the August 10, 2026 deadline, and no work may commence without a written directive from the Contracting Officer. The Government retains authority to award to any, some, or none of the respondents, and while no contract value is specified, performance periods are intended to be short-term, typically not exceeding twelve months.
