Area of Interest (AoI) – Test Track Camera System (CSO-W911KF25SC002)

This announcement seeks commercial solutions for a camera system to support combat vehicle testing operations at the Anniston Army Depot in Anniston, Alabama, under a Commercial Solutions Opening (CSO) authorized by 10 U.S.C. §3458 and implemented through DFARS Subpart 212.70 and FAR Part 12 Commercial Item Procedures. The requirement is to install a comprehensive video surveillance system that eliminates dead spots across the test track, covers all access points and pedestrian crossings, and provides a live feed to operator control booth displays, replacing an end-of-life audio/visual component stack. The system must include new single-mode fiber optic infrastructure with two fiber strands per pole, terminated back to Building 419G using NEMA-rated waterproof enclosures and Fiber Optic Distribution Panels, along with step-down control transformers to convert government-supplied voltages (277V, 120V, 24V) for camera power. The solution must support at least four large displays for real-time camera manipulation and retain 30 days of recorded video on local hard drives with automatic rolling deletion. Critical viewing areas include vehicular traffic in both directions, entrance and exit points of the pit lane and all four turns, the wash rack at Building 418, and the Sloped Test Area, all viewable from Pole 30. Proposals must be submitted via email by the deadline of June 11, 2026, following a two-phase CSO process: an initial brief not exceeding five single-sided pages or fifteen slides that includes a company overview, executive summary, technical approach, and Rough Order of Magnitude pricing, followed by a full Commercial Solution Proposal for selected respondents that separates technical and pricing volumes. Submissions must be unclassified, properly marked if proprietary, and submitted by entities with an active Unique Entity ID and System for Award Management registration, and must register in the PIEE invoicing system to receive payment. The government will evaluate proposals based on mandatory pass/fail gates—technical acceptability and price fairness and reasonableness—selecting the best value solution combining cost, quality, technical capability, and delivery schedule. The government is not obligated to award any contract, will not reimburse pre-award costs, and reserves the right to modify requirements.
