The General Services Administration (GSA), Public Buildings Service, plans to award a single firm fixed-price contract for the full renovation of The Sheridan Building, a key residential facility on the Armed Forces Retirement Home (AFRH) campus in Washington, DC. Built in 1962, this eight-story, 387,350-square-foot building currently serves as a dormitory for independent and assisted living veterans. As part of a historic district, any construction must comply with preservation requirements. The renovation aims to create approximately 354 updated residential units featuring kitchenettes, ADA-compliant bathrooms, and living spaces designed to attract and retain veteran retirees. The project’s timeline includes 655 calendar days to complete the base work following the Notice to Proceed, with an additional 540 days if awarded option periods. The estimated construction cost ranges between $160 million and $190 million. This procurement follows the Federal Acquisition Regulation (FAR) Part 15 source selection process, emphasizing best-value tradeoff procedures where technical factors significantly outweigh price considerations. A Project Labor Agreement (PLA) is mandatory, requiring all contractors and subcontractors to adhere to specific labor terms that promote labor-management cooperation, job stability, and compliance with relevant regulations. Firms interested in bidding must maintain active System for Award Management (SAM) registration and access all solicitation documents exclusively through sam.gov. The solicitation is expected to be issued around mid-June 2026, with proposals closing 30 days thereafter and award anticipated by late November 2026. All communications and amendments will be managed electronically via sam.gov, and no reimbursement is available for proposal preparation costs. A pre-proposal meeting and site visits will facilitate potential offerors’ understanding of project requirements.
