This contract solicitation initially requested the purchase of 426 units of a supplemental armor item identified by NSN 2540-01-538-3531, conforming to part numbers provided by BAE Systems Land Armaments and BAE Systems Protection Systems. The materials could include surplus stock, with delivery required within 300 days to the DLA Distribution center in Texarkana, Texas. The terms specified FOB origin with inspection and acceptance at the destination, and the procurement was not reserved for small businesses. Although this item is not commercial, suppliers were invited to propose commercial solutions within 15 days of the notice. The selection criteria emphasized best value based on price, past performance, and delivery, with offers accepted electronically, preferably through the DIBBS portal or via email. However, this solicitation was ultimately cancelled due to changes in the government’s requirements. No technical drawings or hard copies of the solicitation were made available, and the procurement was conducted under regulations that may be influenced by the Trade Agreements Act of 1979. Communications were directed to two points of contact at the Defense Logistics Agency, and the NAICS code associated with the solicitation was 336390, related to military armored vehicle manufacturing. The opportunity had been posted online for potential suppliers to access and submit proposals before cancellation.
