DLA Troop Support is seeking a single award for the procurement of men's Army Hot Weather-Fire Resistant Safety Boots under PGC 03957. This is a 100% Total Small Business Set-Aside conducted as a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a three-year base term and tiered pricing. The contract has a maximum quantity of 52,200 units, with a guaranteed minimum of 2,900 units for the first tier and annual estimated quantities of 11,600 units per tier. Award will be based on a best value tradeoff considering product demonstration models and past performance confidence assessments. The boots must be coyote combat boots manufactured according to PD 09-02D and comply with Berry Amendment restrictions, requiring production in the United States, its possessions, or Puerto Rico. Delivery is FOB destination to the Pendergrass Distribution Center in Georgia, with production lead times ranging from 21 days for recruit orders to 180 days for tariff sizes. Quality assurance includes inspection at origin following ANSI/ASQC Z1.4 1993 standards, with mandatory QLL laboratory testing for the first three lots of component materials. Strict packaging and marking requirements apply, including the use of 4-way entry winged pallets, RFID identification for depot shipments, and specific bar-coding standards for National Stock Numbers and UPCs.
