Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a strategic initiative by the Space Acquisition and Integration Office (SAIO) to consolidate four disparate IT support contracts into a single unified framework. Supporting the 21st Communications Squadron across Peterson SFB, Schriever SFB, and Cheyenne Mountain Space Force Station, the requirement focuses on modernizing IT service delivery through data-driven and automated approaches. Key technical priorities include Zero Trust Architecture, AIOps for predictive network operations, Model-Based Systems Engineering (MBSE), and the consolidation of legacy communications systems. The acquisition is structured as a 100% Small Business Set-Aside under NAICS 517810. The procurement is being conducted as a closed Commercial Solutions Opening (CSO) utilizing a phased evaluation process consisting of White Paper submissions, optional pitch sessions, and final technical and price proposals. The resulting award will be a single, fixed-price, FAR-based contract governed by FAR Part 12 and DFARS, featuring a hybrid CLIN structure that includes Firm-Fixed-Price for baseline stability, Fixed-Price Incentive Firm for modernization, and Fixed-Price Economic Price Adjustment for surge requirements. The anticipated contract award date is March 31, 2027, with a 60-day phase-in period followed by a base period starting June 1, 2027, and five subsequent option years. Evaluation is weighted toward technical merit and importance to agency programs, which combined are more significant than price.

Request for Whitepapers: AEDC Velocity Alliance - A Multi-Billion Dollar OTA Consortium Opportunity
Solicitation # FA9101-26-9-Velocity_Alliance
The AEDC Velocity Alliance is a strategic consortium-based initiative established by the Department of the Air Force, through the Air Force Test Center and Arnold Engineering Development Complex, to accelerate the modernization, restoration, and sustainment of critical national test infrastructure. Operating under the authority of 10 U.S.C. 4022, this multi-billion dollar portfolio utilizes Other Transaction Agreements (OTAs) rather than standard FAR-based contracts to provide an agile contracting vehicle for next-generation defense systems. The program encompasses 15 technical categories, including general and industrial construction, high-pressure process systems, high-voltage electrical infrastructure, and advanced mechanical or instrumentation engineering services. A near-term pipeline for Fiscal Years 2026 and 2027 is estimated at approximately 550 million dollars across 135 planned projects. To join the Alliance, qualified vendors must undergo a phased onboarding process involving the submission of a whitepaper, government evaluation, and a mandatory site visit or virtual industry day. A critical requirement for membership is the demonstration of partnership capability; applicants must identify a partner that qualifies as a Non-Traditional Defense Contractor, Small Business, or Nonprofit Research Institution to satisfy statutory conditions. Additionally, prime members must prove cybersecurity compliance through a validated CMMC Level 2 certification or a current NIST SP 800-171 assessment in SPRS. Once established, all project opportunities will be competed exclusively among Alliance members, with the majority of awards anticipated to be based on Best Value considerations.

This multi-year initiative aims to modernize facility documentation by creating high-fidelity, engineering-grade 3D digital twins of critical infrastructure. The initial phase, scheduled for Fiscal Year 2027, focuses on the Von Karman Gas Dynamics Facility (VKF), with plans to eventually scale the methodology across more than 2.5 million square feet of facility footprint. Technical requirements specify a minimum Level of Detail (LOD) of 350/400 and a dimensional accuracy of +/- 1/4 inch, utilizing Autodesk Revit for architectural and structural models and Autodesk Plant 3D for intelligent process models. As an Other Transaction Agreement, this effort is not subject to the Federal Acquisition Regulation, though it requires compliance with 31 U.S.C. section 1352 and DPAS regulations. All work must be performed within the continental United States, and performers must adhere to strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-standards, as all project data is handled as Controlled Unclassified Information. Submissions are evaluated based on technical merit, program management, scalability, and cost realism. The pricing structure consists of a firm-fixed-price base phase with milestone-based payments and separate priced or rough order of magnitude option phases.
