Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.

The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center is soliciting information for the Unified Network and Navigation Operations (UNNO) contract under the Space Communications and Navigation (SCaN) program. The objective is to integrate the Near Space Network and Deep Space Network into a single One Network operational construct. This effort seeks contract support for the operations, maintenance, sustainment, integration, and continuous improvement of these networks, focusing on three primary areas: Unified Network Management, Development and Modernization, and specific support for the Space Relay, Direct-to-Earth services, and various Deep Space Network facilities. The proposed acquisition is structured as a Multiple Award Task Order Contract (MATOC) using an Indefinite Delivery Indefinite Quantity (IDIQ) format with a hybrid Firm Fixed Price and Cost Plus pricing model. Performance will occur across multiple global and domestic sites, including facilities in California, Florida, Maryland, Spain, and Australia. Evaluation of future proposals is expected to be based on technical merit, cost efficiency, and past performance. As part of the current market research phase, NASA is conducting industry days and requesting capability statements and feedback from interested firms, including detailed information on business size, socioeconomic status, and facility security clearances.

The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Kaua'I Island Utility Cooperative (KIUC). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for repair services of an Aerial Fiber Optic Cable required to support data transport capabilities between Pacific Missile Range Facility (PMRF) Barking Sands main base site and PMRF's remote instrumentation sites at Koke'e and Makaha Ridge. The fiber optic cable is owned by the Kaua'i Island Utility Cooperative (KIUC) and provides PMRF exclusive use of a portion of the fiber cable via an existing Memorandum Of Agreement (MOA). Additionally, Per the MOA, the aerial fiber optic cable in the electrical space on KIUC transmission and distribution poles is solely owned and operated by KIUC. While KIUC reserves 60 of 72 strands of fiber contained within the ADSS aerial cable for PMRF use, the MOA states that the Government does not have any access to any of the poles, ducts, conduits, rights-of-way, or any utility property including the installed aerial fiber optic cable owned by KIUC. KIUC retains exclusive use of the remaining 12 of 72 strains. At this time, the incumbent contractor Kaua'I Island Utility Cooperative (KIUC) is the only source capable of providing all necessary services for the Kaua'i Island, HI. KUIC owns the fiber cable as well as the majority of the infrastructure the fiber cable is using (power poles). The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 5 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 517810 will be used for determining company size status.
