Domestic Datalink Services (DDLS) FY 2027 Industry Day December 8-10, 2026
Solicitation # 693KA8-26-R-DDLSID
The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Notably, the FAA operates under its own Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR).

Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.

This communication clarifies that it is not an official solicitation amendment but serves to correct an administrative error related to a previously issued solicitation, FA251825R00020002, for the Missile Warning, Missile Defense, and Space Domain Awareness IDIQ contract. The original SF30 form was mistakenly signed in the wrong blocks (15A, B, C instead of 16A, B, C), and a conformed copy of the solicitation was not provided. The corrected SF30 allows offerors to complete and sign the appropriate blocks and submit it with their proposals. Although the government’s Solicitation Module in PIEE categorizes this action as Amendment 0004, it does not constitute a change to the solicitation or a new amendment, which has only been officially issued twice—first on November 1, 2024, and again on November 14, 2024. Offerors are advised to acknowledge receipt of all amendments, including this correction, as specified in the solicitation documentation. The deadline for proposal submissions is December 18, 2024, and interested parties can access additional details through the provided link. The contract is managed by the Department of Defense at Peterson AFB, Colorado, with primary points of contact being Steven Dyer and Alexandra McDonald.

Communication dated 21 November 2024: This action is communication only. It is not a SF30 solicitation amendment. Solicitation amendment FA251825R00020002 was issued on 14 November 2024. The SF30 was mistakenly signed by the Government in Blocks 15A, B and C when it should have been signed in Blocks 16A, B, and C. Additionally, a conformed copy of the solicitation was not provided. This communication provides offerors a corrected SF30 from FA251825R00020002 whereby offerors can now complete and sign Blocks 16A, B, and C and include with its proposal package. Additionally, a conformed copy of FA251825R00020002 is provided. Offerors are reminded that the Solicitation Module within the PIEE system categorizes each action generated by the Government as an Amendment. However, this action is not an amendment whereby a change to the solicitation was made and a new SF30 is generated. However, the Solicitation Module in PIEE has sequentially categorized this action as Amendment 0004. To date, the Government has issued two official amendments that generated a SF 30. The first amendment, FA251825R00020001, was issued on 01 November 2024; the second, FA251825R00020002, was issued on 14 November 2024. If an offeror determines to submit a proposal it will need to acknowledge receipt of the amendments as specified in Attachment 04 - Section L, paragraph L-17.2.12.

Commercial Solutions Opening (CSO) for Space Domain Awareness (SDA) Solutions.
Solicitation # FA2518-25-S-C001
The United States Space Force, through the Space Acquisition and Integration Office, is executing a Commercial Solutions Opening (CSO) under solicitation FA2518-25-S-C001 to acquire innovative commercial technologies, products, and services that enhance Space Domain Awareness (SDA). The program focuses on improving the ability to detect, characterize, attribute, predict, and target activities in the space domain. This long-term mechanism remains open for five years and utilizes a multi-phase submission process consisting of an initial white paper and PowerPoint briefing, an optional pitch session, and a final full proposal package. Awards are made as FAR-based fixed-price contracts, and the government reserves the right to award some, all, or none of the proposed solutions. A primary focus of the current effort is Area of Interest (AOI) 2025_01, titled Advanced SDA Tools for Research and Analytics (ASTRA), which is a 100 percent small business set-aside. This specific AOI emphasizes research, development, and prototyping for scalable data management, modeling, and agile software prototyping, with an estimated combined funding pool of 1.5 million dollars across related AOIs and a period of performance not exceeding 12 months. Phase I submissions must be unclassified, though subsequent phases may require higher classification levels. Offerors must comply with NIST SP 800-171 and CMMC 2.0 requirements, particularly if handling Controlled Unclassified Information. Participation is restricted to U.S. entities due to national security and export control considerations.

Mission-Critical SATCOM Operations Continuity PlanningThe contract requires the development and execution of comprehensive continuity of operations plans to safeguard satellite communications services during government shutdowns, leadership transitions, or planned system upgrades. The focus is on maintaining mission-critical SATCOM capabilities without interruption, ensuring that essential defense and national security communications remain active and resilient under adverse conditions. This effort demands detailed risk assessments, redundant infrastructure planning, procedural safeguards, and rapid response protocols tailored to the unique operational environment of the U.S. Space Force’s Space and Missile Systems Center. Performance is centered at Point Mugu NAWC, with the work falling under NAICS code 541611 for management consulting services, indicating a strong emphasis on strategic planning and operational advisory expertise rather than hardware procurement.
