Domestic Datalink Services (DDLS) FY 2027 Industry Day December 8-10, 2026
Solicitation # 693KA8-26-R-DDLSID
The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Notably, the FAA operates under its own Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR).

Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.

Kill-web Operations Sustainment & Maintenance Of SDA (Space Domain Awareness) Systems (KOSMOSS) Update for Industry
Solicitation # SSC_BMC3I_SpOC_MD2_2STS_KOSMOSS_7-17-26Update
The Government is providing an update regarding the Kill-web Operations Sustainment & Maintenance of SDA Systems (KOSMOSS) initiative, clarifying that it will not pursue a new standalone contract vehicle. Instead, existing multiple award IDIQ contracts will be leveraged to fulfill requirements, with each task order competed individually and timed to align with evolving operational needs across several years. This shift reflects strategic resource allocation and leadership direction to optimize acquisition efficiency rather than establish new contracting mechanisms. Industry is encouraged to engage through future industry days, SAM.gov postings, and targeted research on applicable IDIQ vehicles as requirements and acquisition timelines solidify. All inquiries related to KOSMOSS should be directed to the primary point of contact, Bradley Kettlewell, and secondary contact, Julia Kalp-Johnson, both reachable via [email hidden]. The notice was posted on July 17, 2026, with responses due by October 31, 2026, under the NAICS code 541330 for scientific and technical consulting services. The contracting office is located at Peterson Space Force Base in Colorado and operates under the Department of Defense’s Space Systems Command. No set-asides are being used, and the procurement remains open to all qualified contractors.
