Artificial Intelligence Support Services

The contract is for Artificial Intelligence Support Services to be provided by software engineers who will deliver dedicated infrastructure and engineering capabilities to deploy, integrate, and operate FEMA’s expanding portfolio of AI solutions across enterprise cloud and technology platforms. The engineers are responsible for full-stack development, system design, implementation, and ongoing maintenance of production-ready AI applications that directly support FEMA programs such as standardized hazard mitigation reviews, automated survivor document translation, AI-enabled spend plan analysis, fraud detection, and predictive workload forecasting. This work requires close collaboration with internal departments to translate complex operational needs into scalable technical solutions that enhance efficiency and improve the user experience across all customer touchpoints. Beyond development, the contractor will provide comprehensive support including establishing technical standards, onboarding procedures, CI/CD pipelines, security protocols, data management frameworks, and detailed program documentation. The scope spans the entire lifecycle of FEMA’s AI initiatives—from pilot phases through full deployment—regardless of the underlying cloud or SaaS platform. All work will be conducted in support of initiatives outlined in the FEMA AI Use Case Executive Summary and Use Case Inventory, primarily performed at the Washington/Mount Weather Emergency Operations facility in the District of Columbia. The contract is designated as an 8(a) set-aside and is managed by the Federal Emergency Management Agency under the Department of Homeland Security, with Megan Judd as the primary point of contact.
