Artificial Intelligence Support Services

The Federal Emergency Management Agency is seeking dedicated software engineering services to support the development, deployment, and ongoing operation of artificial intelligence solutions across its enterprise cloud and technology platforms. Contractors will be responsible for end-to-end system design, full-stack software development, and maintenance of production-ready AI applications that address critical FEMA mission needs such as automated document translation, fraud detection, predictive workload forecasting, standardized hazard mitigation reviews, and AI-enabled spend plan analysis. These engineers will work closely with internal teams to translate program requirements into scalable technical solutions while ensuring seamless integration, security compliance, and optimal user experience across all digital touchpoints. Beyond direct development, the contractor will provide comprehensive support to FEMA’s broader AI initiatives by establishing and maintaining technical standards, CI/CD pipelines, data management protocols, security boundaries, and onboarding processes. Support will extend across the full lifecycle of AI projects—from pilot testing through full-scale deployment—regardless of the underlying cloud or SaaS platform, as outlined in FEMA’s AI Use Case Executive Summary and Inventory. The effort is positioned under the 8(a) small business set-aside program, with primary performance based at Washington/Mount Weather Emergency Operations in the District of Columbia, and point of contact information is provided for program inquiries and small business coordination.
