Artificial Turf Design Build

Yancey County Schools is soliciting qualified design-build firms to install synthetic turf athletic fields at three public school sites in Burnsville, North Carolina: Cane River Middle School, East Yancey Middle School, and Mountain Heritage High School. The project involves the complete removal and disposal of existing natural grass fields and the installation of high-performance artificial turf systems capable of supporting baseball, softball, and football activities. Work includes site evaluation, subsurface drainage design, regulatory permitting, compaction testing, installation of power infrastructure for game clocks and sideline equipment, and adherence to manufacturer warranty standards. The total project budget is estimated at $8,325,871, and all work must be performed on-site at the designated school locations. Proposals must be submitted as a single, bound package containing three hard copies and one PDF file, limited to 20 pages excluding covers and binding, and delivered physically to the Yancey County Schools office no later than 2:00 p.m. on July 29, 2026, with physical receipt confirmed by 3:00 p.m. No electronic submissions are accepted. Evaluation of proposals will be conducted through a best-value trade-off process, prioritizing firm experience and capacity (50%), schedule reliability (25%), personnel qualifications (15%), and alignment with project objectives (10%). Key personnel, especially the Project Manager, must be identified in the proposal and may not be changed without prior written approval from Yancey County Schools. All design professionals must hold active North Carolina licenses, and the contractor must provide performance and payment bonds per North Carolina General Statutes Chapter 44A. Insurance requirements include $2 million aggregate general liability coverage, automobile liability with identical limits, and statutory workers’ compensation, all issued by North Carolina-licensed carriers rated A or better. Firms must certify absence of conflicts of interest and disclose any legal actions or administrative claims from the past five years. Trade secret design elements may be marked and protected under state law if the firm agrees to indemnify the school system. All proposal materials become the property of Yancey County Schools upon submission, and submission requirements include organizational charts, resumes, insurance certificates, and project schedules detailing substantial and final completion dates for each site.
