Artisan Skateparks — Skateparks, BMX parks, pump tracks and sports facilities

Master Agreement 090425-ART is a cooperative purchasing contract between Sourcewell, a Minnesota service cooperative, and Artisan Concrete Services, Inc. The agreement establishes a turnkey design-build solution for the construction and maintenance of skateparks, bike parks, pump tracks, and BMX tracks, including all related equipment and accessories. This contract is designed for use by government, educational, nonprofit, and tribal organizations across the United States and Canada. The scope of work covers the entire project lifecycle, from initial site assessment, feasibility studies, and engineering to construction, waterproofing, and staff training, with a focus on durability and compliance with ACI and UCI/USA BMX standards. The contract has an estimated four-year term starting October 1, 2025, with potential extensions up to seven years. Under the agreement, participating agencies receive an 8% discount on contract pricing and an additional 5% discount on design services when purchasing two or more facilities. Artisan Concrete Services, a certified Small, Minority, Women, and Veteran-Owned Business Enterprise, is responsible for direct invoicing and performance at the participating entity's site. The award was determined through a best-value trade-off analysis, prioritizing pricing, the depth of offered solutions, and the ability to deliver. Compliance requirements include adherence to the Buy American Act, the Davis-Bacon Act, and various EPA environmental guidelines.
