As-Needed Asphalt and Concrete at Public Housing Sites

The Housing Authority of the City of Los Angeles (HACLA) is soliciting proposals for an as-needed contract to provide comprehensive asphalt and concrete services across various public housing sites in Los Angeles, California. The scope of work encompasses a wide range of services, including cold milling, new asphalt concrete pavement installation, slurry sealing, sealcoating, bituminous pavement repair, and the resurfacing of basketball courts. Additionally, the contractor will be responsible for the supply and installation of site amenities such as steel bollards, concrete wheel stops, and ADA-compliant parking signage. All work must adhere to the Standard Specifications for Public Works Construction (Greenbook), California Building Code, and ADA standards. The contract is structured for an initial one-year term with four optional one-year extensions, for a total potential duration of five years. Award decisions will be based on a best-value trade-off process, with a point-based evaluation focusing on qualifications, technical approach, pricing, proposed staffing, and HUD Section 3 compliance. Funding is provided through the U.S. Department of Housing and Urban Development (HUD), and contractors must comply with strict federal and local requirements, including HUD Section 3 economic opportunity regulations, SAM.gov registration, and specific insurance minimums of 1 million dollars for general liability, automobile, and employer's liability.
