As-Needed Environmental Consulting Services

The City of Del Mar is soliciting qualified environmental consulting firms to provide on-call, as-needed professional services under a three-year base contract with an option to extend for an additional two years. The scope of work centers on environmental compliance under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), encompassing services for both public and private development projects, long-range policy and code development, and technical peer review. Consultants will be tasked with preparing environmental documentation such as Environmental Impact Reports, Negative Declarations, and Addenda, alongside specialized technical studies on topics including biology, air quality, cultural resources, transportation metrics like Vehicle Miles Traveled, and sea-level rise impacts. All deliverables must be accessible and compliant with ADA and WCAG 2.1 Level AA standards, requiring digital submissions to meet accessibility requirements, and work must be performed at City facilities in Del Mar, California. Proposals must demonstrate the firm’s experience with municipal projects, integrity of staff, past performance with government clients, financial capacity, and completeness of response, with award based on best value through a holistic trade-off process rather than lowest cost. The contract mandates strict conflict of interest disclosures, prior written approval for subcontractors, and adherence to insurance standards including $1 million CGL and consulting liability coverage with waiver of subrogation.
