The County of San Diego is soliciting quotes for an Indefinite Delivery/Indefinite Quantity contract to provide as-needed plumbing services for various facilities, including administrative buildings, libraries, jails, and parks. The scope of work covers the repair, installation, and maintenance of water heaters, pipes, faucets, sinks, toilets, and drain/sewage lines, specifically excluding new construction. The contractor must maintain 24/7 emergency response capabilities, ensuring on-site arrival within two hours for emergencies and 24 hours for non-emergency requests. Work will be managed through individual task orders, each capped at 50,000 dollars. The initial contract term runs from September 1, 2026, to August 31, 2027, with two one-year options and potential incremental extensions of one to six months, extending the maximum term to August 31, 2029. The prime contractor must hold an active California CSLB Class C-36 Plumbing Contractor license for the duration of the contract, and all work must be performed by journeyman-level personnel. Due to the nature of the facilities, all personnel must pass comprehensive security screenings and background checks via the Sheriff's Office, DOJ, and FBI to obtain required ID badges. Award decisions will be based on best value, evaluating factors such as technical merit, experience, capacity, price, and compliance history. All labor and materials are subject to a minimum 90-day warranty.
