Asbestos, Hazardous, and Biohazardous Material Abatement and Remediation Services

The City of Saskatoon is seeking a qualified contractor for solicitation 26-0205 to provide as-needed abatement and remediation services for asbestos/asbestos-containing materials, hazardous materials, and biohazardous materials across approximately 489 City-owned buildings and structures. The contract is intended for an initial three-year term starting November 1, 2026, with an option for a two-year extension. The selected contractor will be responsible for the controlled removal, encapsulation, enclosure, cleanup, decontamination, and disposal of these materials, ensuring strict adherence to the Saskatchewan Asbestos Abatement Manual, OHS Regulations 2020, and other applicable federal, provincial, and municipal codes. Key requirements include the submission of site-specific work plans for City approval prior to mobilization and the presence of certified supervisors on-site during all work. The contractor is solely responsible for the classification, packaging, labeling, and transport of waste in compliance with Transportation of Dangerous Goods regulations. Award is based on a combination of pricing, experience, methodology, safety, and indigenous participation. Pre-conditions for the award include providing proof of both General Liability and Pollution Liability Insurance. Additionally, all personnel must undergo criminal record checks and obtain City-issued identification, with enhanced security clearances required for sensitive sites such as the Saskatoon Police Service facilities and the Remai Modern Art Gallery.
